Textiles are the largest block on our register: twenty-five companies, among them Nishat Mills, Yunus Textile Mills, Nishat Linen, US Apparel & Textiles, Mahmood Textile Mills, Siddiqsons and Indus Home. The work runs from raw cotton and yarn through dyes and chemicals to spinning and weaving machinery, and each of those moves under different rules.
Four different jobs, not one
A mill that imports is really importing four unrelated things, and treating them as one account is how files go wrong. Raw cotton and yarn are bulk commodities that live or die on weight and grade. Dyes and chemicals bring a regulator into the room before customs has even looked at them.
Machinery is a capital import that runs on concessions and conditions. Accessories, trims and packaging are high-volume, low-value lines where the classification is fiddly and the value is routinely questioned. The same importer needs a different answer in each case.

Machinery, and the condition that comes with it
Concessions on plant and machinery are the part of a textile import most worth getting right, and the part most often got wrong. They are granted against conditions, and the condition is the whole thing: what the machine is, that it is not made locally, and what it will be used for.
The exposure is not at the border. A condition that fails later can be revisited long after the container has gone, with the duty recovered on a consignment everybody had forgotten about. We would rather spend a week on the evidence before filing than argue about it two years afterwards.
If a concession does not fit your machine, we will tell you that before the declaration goes in rather than file for it and see what happens. Claiming a concession you cannot support is not a saving. It is a bill with a delay on it, and it lands on the importer, not the agent.
The exporters
Most of the mills on this register export as well, and the two sides are the same file seen from different ends. An exporter is working to a shipment date somebody else set, and a declaration that goes in late costs a booking rather than a day.
Export declarations, the documentation behind them and the port work are handled from the same office as the imports, which is the point of putting both with one agent.
