How it is worked out

The same arithmetic customs uses.

  1. Customs value is the price paid plus freight and insurance to the port, in rupees. Where a valuation ruling fixes a value per unit, that value replaces the price.
  2. Customs duty, additional customs duty and regulatory duty are each charged on that value. Additional duty is 2% on the 20% customs-duty slab, 4% on 25% and above, nothing below 20%.
  3. Sales tax is charged on the value plus all three duties. A trading business pays a further 3% value-addition tax on the same base.
  4. Advance income tax is charged on the value plus duties plus sales tax. The rate depends on which part of the Twelfth Schedule the goods sit in and on whether the importer is on the Active Taxpayer List.

What it leaves out

Three things the figure does not include.

  • The shipping line's delivery order and container deposit, which the line sets and which vary by carrier.
  • Port rent, which starts on the day of discharge and depends on how long the container stands.
  • Our own fee. It depends on the shipment, and we quote it before the declaration goes in.

Customs can revise the value at assessment, under section 25 of the Customs Act or a valuation ruling. The figure here is what the published instruments say on the date shown against each line.
