Shafiq Traders' Karachi office is 706, 7th Floor, Uni Plaza, on I.I. Chundrigar Road, its home since 1992. The firm itself is older: Rao Muhammad Iqbal Khan and Rao Javaid Iqbal Khan took Licence No. 22/87 in 1987, five years before this office opened. From here we file at Karachi Port, Port Qasim and Jinnah International Airport — three separate customs stations, one office, one file.

One office, three customs stations

Karachi is not one customs station. Karachi Port and Port Qasim are two separate ports under two separate authorities, and Jinnah International Airport runs its own air freight side. A file lodged for one does not travel to another on its own.

One Karachi office covers all three. It is the busiest office in the firm, because it is the one where most of what a client ships actually lands.

Near the Custom House

I.I. Chundrigar Road runs down toward the port. Custom House sits just off it, on Eduljee Dinshaw Road, next to the Karachi Port Trust building — the same stretch of the city this office has worked out of since 1992.

That still matters for the paperwork a screen cannot finish: a query that needs a person rather than an upload, a signature a collectorate wants in front of it, an appeal that has to be filed rather than submitted. Faceless assessment has taken most of the routine contact out of the collectorate. It has not taken all of it.

The licence behind this office is older than the address. Rao Muhammad Iqbal Khan and Rao Javaid Iqbal Khan took Licence No. 22/87 in 1987 — the twenty-second clearing licence Pakistan issued that year. A firm advertising a licence from 1988 is telling you, whether it means to or not, that it came a year after this one.

The station changes the terminal. It does not change the process.

The manifest

The shipping line files the IGM once the vessel has a berth, at whichever terminal that turns out to be.

The Goods Declaration

Filed on the Pakistan Single Window. Assessment for Karachi imports now goes to a Central Appraising Unit rather than an officer at the port.

Examination, if it is called

If the system selects the file for a check, somebody from this office is at the terminal the container is actually sitting at — Karachi Port or Port Qasim, whichever it is.

Duty, charges and the gate

We settle the duty and taxes and the terminal's own charges, then move the container out to your address.

An office close to the Custom House does not move a file faster than the file itself. Faceless assessment means the officer who assesses your declaration may never see this building, let alone a visitor from it. What proximity buys is narrower than that: somebody at the terminal within reach when a container is called for examination, not a shortcut through a counter that mostly does not work that way anymore.
