Melters, re-rollers, casters and traders — the same port, different files.

The metals importers on our register are not one trade. A melter buying scrap, a re-roller buying billets and coil, and a trader stocking finished bar and sheet each run a different file, because customs prices and checks each of those imports on its own terms. What connects them is where the work stalls: a scrap declaration that doesn't match what the radiation scanner or the valuation ruling expects, or a coil declared at a quality grade the invoice doesn't support.
Three different imports under one word
"Steel import" covers a melter buying scrap to feed a furnace, a re-roller buying billets and coil to roll into finished sections, and a trader stocking bar, sheet and structural steel to sell on. The metal is related. The clearance is not — a different heading, a different valuation approach, and in some cases a different government body sets the number that matters.
The companies on this register run from an alloy caster to a tools and hardware trader, and the work for each is sized to what they actually import, not to a single template.

Melters: the scrap category is the whole assessment
Scrap is not priced off the invoice. It is assessed against a valuation ruling pegged to the weekly LME scrap index, adjusted up or down by category — remeltable, re-rollable, HMS, bundle — and the customs duty itself runs from nothing at all on genuine melting scrap up to a deterrent rate on anything that reads as auto-parts scrap rather than furnace feed.
Every scrap container also goes past a radiation scanner run by customs with PNRA's technical support before it moves. That is not paperwork we file in advance. A flagged container sits for a PNRA survey, and it moves when PNRA is satisfied, not before.
Re-rollers and traders: quality grade and country of origin
Billets and hot-rolled coil sit at the bottom of the range. Cold-rolled coil, coated sheet, rebar and structural sections carry a rate that doubles if the goods are declared secondary quality instead of prime — a distinction customs checks against the product, not just the invoice.
China-origin galvanized and galvalume coil carries a separate anti-dumping duty on top of the ordinary customs duty. It follows the country of origin, not the description on the bill of lading, and it does not apply to the same product bought from anywhere else.
If a certificate of origin reads like it was written to get Chinese coil past the anti-dumping duty rather than to state where it was actually made, we will not file it as it stands. That is a case built on a document, and the document is the first thing reopened when it doesn't hold up — on the importer's file, not ours.
