What it costs to bring solar panels into Pakistan, and what changed this year.

Solar panels come in under PCT heading 8541.4300, and the customs duty on that heading has not been the argument for years — the table below has the current position for the record. What changed for this budget is sales tax: the exemption that used to cover panels is gone, replaced by a reduced rate lower than the government first proposed. The figure that actually stops a shipment is neither of those. It is the benchmark value in the current valuation ruling, set in dollars per watt, and a bank has refused to process a letter of credit over it before now.

One container, three arguments

A solar importer's container rarely holds one thing. Panels, an inverter and a battery bank travel on the same bill of lading, and customs does not treat them as one product. Three different PCT headings, three different valuation rulings, and a certification regime that applies to two of the three and not, as far as we have found, to the third.

Duty and sales tax on solar panels

PCT heading 8541.4300 covers photovoltaic modules assembled into panels. This is what customs charges on the way in.

What customs assesses the value on

A shipment invoiced under the benchmark below does not survive assessment, and a bank has refused to process the letter of credit on the same basis. Customs revises this ruling as international prices move. We check the ruling in force before we advise a value, rather than work from the last one we happened to have on file.

What actually changed, and what a bank has to do with it

Panels have not argued with customs over duty for years; the line under PCT 8541.4300 has not moved. Sales tax is a different history. An exemption covering panels and their accessories came off in a Finance (Supplementary) Act tied to an IMF review in 2022, was partly restored the same year for photovoltaic cells specifically, and stayed there until the Finance Act 2025 put panels back into a taxed bracket — at a rate lower than the government first proposed, after the industry association pushed back on the higher figure. None of that changes the job. We still work out what is payable, prepare the challan and put the payment through. It changes the number on it, and a wrong number on a challan is a correction we make before it becomes an audit question, not after.

The other figure worth knowing is not a tax at all. Customs values panels against a benchmark price per watt, split between manufacturers on an internationally recognised Tier-1 list and everyone else, and revised periodically by the Directorate General of Customs Valuation. When that benchmark last moved, several importers found their bank would not process the letter of credit because the invoice value sat under it — a banking compliance problem wearing a customs problem's clothes. We check the ruling in force before your LC goes to the bank, because that is the point where a mismatch actually costs you time, not the point where a query gets raised at the terminal.

We check the ruling in force before that happens, not after it comes back with a query on it. That is the actual place a panel shipment stalls now — not the classification, which nobody argues about any more.
